Dear Governor Davis:
I want to thank you for your support to date for AB 1493 (formerly AB 1058) and urge you to sign this historic bill today. As a guest of the Environmental Entrepreneurs (E2) luncheon in Palo Alto on May 23, I was inspired by your call to action requesting our help in getting this bill to your desk. I am so pleased that you now have the opportunity to sign it into law.
As you know, AB 1493 addresses the largest source of greenhouse gas pollution in California by authorizing the California Air Resources Board (CARB) to regulate greenhouse gas emissions from vehicles. Specifically, this legislation would require CARB to develop and adopt regulations that achieve the maximum feasible cost-effective reduction of greenhouse gases emitted by passenger vehicles, light-duty trucks and all other personal vehicles in California, while allowing flexibility in meeting these requirements.
Motor vehicles account for a higher percentage (40%) of greenhouse gas pollution in California than they do in other states. Given that California has the fifth largest economy in the world, we have a meaningful opportunity to exercise national and international leadership on these issues.
Constituent support for AB 1493 is broad, diverse and very strong. As a member of E2 which supports legislation that's good for business and good for the environment, we recognize that AB 1493 is sound environmental policy that will also benefit the economy.
Again, I thank you for all you have done to get AB 1493 this far in the process and strongly urge you to sign it into law. I hope we have the opportunity to meet again at a future E2 event.
