Re: Support for MLPA Proposal 4
Dear Mayor Golding and BRTF members,
We are writing today to recommend Proposal 4 as your preferred alternative for an effective network of protected areas in California’s north central coast. Proposal 4 is a smart investment in sustainable oceans.
E2 is a national community of business professionals who support sound environmental policy based on its economic merits. Our 850 members work in a variety of sectors including venture capital, financial services, and real estate; have created over 400,000 jobs nation-wide; and represent nearly $20 billion in private equity capital.
California’s ocean generated $43 billion for the state’s economy in 2000, and the number of Californians who spend time and money watching and photographing wildlife has grown by 20 percent in the last five years. Ocean-related tourism and recreation are important to the north central region; Sonoma State Beach alone has 3 million visitors per year. The overall ocean economy has been growing rapidly, but fishing has been on a downward trend, with commercial landings in the region down by two-thirds in the past 14 years, and the number of sportfishermen declining as fish populations run into trouble. As members of the business community, we recognize that many uses of the ocean depend on healthy natural systems, and that a sound network of protected areas can help rebuild depleted marine populations and foster sustainable tourism.
Proposal 4 is a balanced proposal, based on extensive consultations with local residents, businesses and others who depend on the ocean. It fully protects 14 percent of the region’s ocean while leaving open most of the region’s prime fishing spots. It includes high-quality habitats such as nurseries and centers of productivity that will fuel more resilient systems regionwide. Significantly, its worst-case short-term economic impacts on commercial fishing are about 8 percent, an estimate that ignores the ability of most fishing operations to move elsewhere when an area is closed. We believe these potential costs are outweighed by the many benefits of the proposed network.
The state has provided critical national leadership on ocean protection, forging the way in terms of a fair and open public process and in terms of results in the water. We believe the best way to continue that leadership is to choose the proposal that best meets the science guidelines and MLPA goals, the one that will create the strongest legacy of special places and thriving oceans. The best choice for California’s future is Proposal 4.
