Dear Representative,

As members of Environmental Entrepreneurs (E2), we urge you to oppose H.R. 4480, the Domestic Energy and Jobs Act, a bill that rolls back clean air safeguards, places unprecedented influence over the use of public lands in the hands of private industry, and recklessly accelerates the leasing process for oil and gas extraction. We recommend instead a true ‘all of the above approach” to energy which increases the diversity of our energy portfolio by providing critically needed support to emerging clean and renewable energy sources like wind, solar and advanced biofuels. 

H.R. 4480 continues the dangerous trend in the House of Representatives to push for giveaways of public assets to fossil fuel industries while impairing clean energy development and public safeguards. This approach hurts the overall economy in favor of one specific sector. We urge you instead to support policy options that encourage energy diversity, reduce public harm from pollution and put our economy on a path to long-term sustainable growth.
 
E2 is a non-partisan, national community of business leaders who promote strong environmental policy to grow the economy. We are entrepreneurs, investors, and professionals from every sector of the economy who collectively have been involved in financing, creating or working in the early development of more than 1,400 companies, which have created over 500,000 jobs. Our members manage over $90 billion in private equity capital that will flow over the next several years into new companies.

Beyond its failure to promote energy diversity, H.R. 4480 undermines national priorities like clean air, clean water and recreational access to public lands in the name of reckless expansion of fossil fuel development.  In an ill-conceived bid to promote more domestic fossil fuel production, the bill hands over public lands to the gas and oil industries. Provisions such as forcing 25% of all public lands that are available to drilling to be leased annually for oil and gas production, prioritizing use and management of public lands in favor of fossil fuel development, and removing not only most environmental safeguards but also the right of elected state and local governments from protesting land use decisions, are radical diversions from precedent that will have severe long term effects on the public’s land assets.

Supporters of H.R. 4480 claim that sacrificing public safeguards and rights are needed in order to bring down prices at the pump and create new jobs – but these assertions are false. Studies have shown repeatedly that the United States is incapable of producing enough domestic oil to determine the price of oil on the global market (Bloomberg Businessweek). Data have shown that even net oil exporting countries, like Canada, experience the same price volatility as the United States (Historical Price Charts). The better approach is to reduce our dependence on oil through means such as increasing fuel economy and developing advanced biofuels.

In addition, E2 has found that moving away from fossil fuels will create clean energy jobs (E2 Clean Energy Jobs Report). Such jobs have expanded throughout the nation, now employing 3.1 million people according to the Bureau of Labor Statistics. A 2009 report published by the University of Massachusetts found that net job creation is substantially higher with clean energy investments than fossil fuels across all educational levels (Green Prosperity: How Clean-Energy Policies Can Fight Poverty and Raise Living Standards in the United States).

Now is the right time to engage the market to develop and deploy clean energy innovations and expand energy efficiency programs that will increase our energy diversity, lower our overall demand, help end our dependency on oil and promote growth throughout the economy. 

Please vote no on H.R. 4480 and oppose short sighted calls for an unprecedented give away of public assets for expanded drilling which will do nothing to provide solutions to our long term economic and energy needs.
