As members of the California chapters of Environmental Entrepreneurs (E2) (www.e2.org), we are writing to share our perspectives on Oceans-21 (HR 21). The direct value of our oceans and coasts – estimated to be $117 billion in annual GDP and 2 million jobs supported – is threatened by a growing list of pressures from activities conducted both on land and in the water. Without a systematic way to address these pressures, as provided by Oceans-21, we risk significant damage to our economy and degradation of some of our nation’s finest treasures.
E2 is a national community of business professionals who believe in the economic merits of good environmental policy. As business leaders, we recognize that healthy oceans and coasts are significant economic assets, supporting fisheries, tourism and real estate.
With roughly 1,100 miles of coastline, California and its economy (estimated to be the 7th largest in the world) are particularly susceptible to ocean threats. In 2000, California’s ocean-based economy generated $43 billion in revenues and supported 693,816 jobs, largely in tourism and recreation. Coastal counties, while just 25% of the state, accounted for 77% of the populations and 80% of the workforce.
We cannot maintain the economic or ecological health of California’s coast without addressing the flaws in our management system. Our oceans are currently managed by 20 federal agencies implementing 140 different laws, without an overarching vision or coordination. Worse yet this does not include the countless activities the federal government undertakes under non-marine mandates that affect ocean ecosystems and resources.
Oceans-21 responds to our flawed stewardship. It establishes a national policy to protect, maintain, and restore the health of ocean and coastal ecosystems, mechanisms to implement this policy through the actions of federal agencies and through federal-state local partnerships, and the funding and leadership to make implementation a success. These are the types of common-sense solutions we need to help ensure that our oceans, coasts and bays – and the economies, communities and uses they support – become and remain healthy.
Oceans are vital to the California economy and are a defining feature of the Californian identity. We need your leadership. We urge you to support California’s oceans, coasts and bays by supporting Oceans-21.
