Dear Representative: Business relies on America’s transportation network to operate, compete, and grow. As business leaders and members of Environmental Entrepreneurs (E2), we are writing to urge Congress to reject the extreme proposals offered in the American Energy and Infrastructure Jobs Act of 2012. The Senate has shown that working together to create a responsible bill is possible and we ask that you follow their example and instead create a true bipartisan transportation bill that supports economic prosperity by prioritizing federal investment in cost-effective and energy efficient transportation of goods, people and services. E2 is a non-partisan, national community of business leaders who promote strong environmental policy to grow the economy. We are entrepreneurs, investors, and professionals from every sector of the economy who collectively have been involved in financing, creating or working in the early development of more than 1,100 companies, which have created over 500,000 jobs. Our members manage over $90 billion in private equity capital that will flow over the next several years into new companies. For more than two years, Americans have been waiting for Congress to create a new transportation plan that properly funds infrastructure improvements, offers better transportation choices, and alleviates our destabilizing dependence on oil. America needs a transportation policy that will solve these problems, but the American Energy and Infrastructure Jobs Act will only exacerbate them by reducing funding for clean transportation options, circumventing important environmental laws, and misguidedly linking transportation funding to expanded oil drilling. Linking transportation funding to increased oil drilling is antithetical to the transportation solutions our country needs. It will increase our dependence on this price-volatile resource while still failing to produce enough revenue to properly fund our infrastructure needs. Transportation services are a major contributor to the U.S. economy, representing about $1.1 trillion in 2006, equal to 9.8 percent of GDP. Billions more in economic activity is facilitated by this mobility or impeded by bottlenecks or crumbling systems. Underinvestment has left our transportation infrastructure in dire need of repair and rehabilitation. The American Society of Civil Engineers estimates that $1.2 trillion is needed over the next 5 years to improve the condition of the system (American Society of Civil Engineers. Report Card for America's Infrastructure. 2009). Linking our nation’s ability to invest in critical infrastructure to revenues from oil drilling will significantly undermine our country’s economic growth potential by further exposing our economy to the risks associated with dependence on a resource where global demand is rapidly outpacing supply. Moreover, the funding scheme is based on speculation, it's a fraction of what's needed, and most of it won’t be available during the timeline of this bill.
America’s businesses need a real transportation bill that incorporates the necessary policies and funding to build a 21st century system that makes America safer, cleaner, more secure, and more prosperous. The American Energy and Infrastructure Jobs Act fails to meet these goals and we urge you to oppose it and support a true bipartisan solution that addresses our nation’s infrastructure needs.
