Senator Carper will address climate action in the 116th Congress including infrastructure legislation, opposition to offshore drilling expansion, defense of fuel efficiency and tailpipe emissions standards, and funding for advanced energy research.  The Senator will also provide a look ahead at other policy opportunities that can strengthen our economy while reducing carbon emissions.

E2’s Western States Advocate Andy Wunder will give an overview of the tremendous progress being made on climate policy at the state level in California, Oregon and Washington, E2’s work to oppose offshore drilling expansion, and how state leadership can advance carbon pricing nationally.

About the Speakers:

U.S. Senator Tom Carper (DE) was elected to the U.S. Senate in 2001 after serving five terms as a US congressman and two terms as Governor of Delaware. In his time in the U.S. Senate, Senator Carper has worked extensively on reforming our health care system, improving our environment, and ensuring that federal programs are run efficiently and effectively. As the top Democrat on the Environment and Public Works Committee, Senator Carper works to protect the environment and clean up air as the committee’s ranking member in the 116th Congress. During his time on the committee, Senator Carper successfully defended common sense clean air regulations from misguided attempts to repeal them, and he continues to push for meaningful protections that limit carbon pollution, regulate cross-state air pollution and help stem the tide of climate change.  He led the effort to pass the Diesel Emissions Reduction Act with Sen. George Voinovich (R-Ohio), which has cleaned up millions of old, dirty diesel engines to help save lives and improve public health. Senator Carper also helped broker the compromise that created our country’s highest fuel efficiency standards in a generation, saving Americans billions of dollars at the pump.

Andy Wunder is E2’s Western States Advocate and leads E2’s state policy work in California, Oregon, and Washington. Andy has spent his career working at the intersection of business and the environment. Prior to joining the E2 team, Andy managed Ceres’ California program and mobilized businesses in support of public policies to drive greenhouse gas emission reductions and sustainable water management in Sacramento. Andy has also engaged in California climate policy at the Natural Resources Defense Council and Environmental Defense Fund where he focused on California’s Renewables Portfolio Standard, electric vehicle grid integration and methane mitigation.  While at EDF, Andy partnered with Walmart on multiple corporate sustainability fronts including his role managing EDF’s engagement on Walmart’s Supply Chain Carbon Reduction Program. He also worked as a business development manager for a carbon-financed clean cookstove start-up in Uganda. Andy has a master’s degree in public policy and a bachelor’s degree in environmental sciences, both from the University of California, Berkeley.
